Mandatory E-Invoicing Is Coming to the UK

It might be a few years away, but a significant change is coming to the way VAT-registered businesses issue invoices, and it will affect almost every business that sells to other businesses or to the government.

 

📧 What's Changing?

In 2025, the government announced that all VAT invoices must be issued as an e-invoice from 2029. VAT invoices are typically issued for business-to-business (B2B) and business-to-government (B2G) transactions where VAT is due. 

The mandate does not currently extend to business-to-consumer (B2C) transactions, so if your customers are private individuals rather than VAT-registered businesses, your invoicing to them will not be directly affected in the first instance.

This isn't about emailing a PDF. PDFs, Word files, HTML invoices and OCR-based images are expressly outside the definition of e-invoicing. The mandate is aimed at structured, machine-readable invoice data that can be processed automatically by the recipient's financial system.

📅 What's the Timeline?

The government is expected to publish a detailed implementation roadmap and technical standards at Budget 2026. Businesses and software providers are likely to spend 2027 and 2028 preparing for the detailed regime as further guidance and implementation detail emerge, with the mandate becoming law from April 2029.

 

💡 What Are the Benefits for Small Businesses?

The government's case for change is built around productivity. Industry research shows that adopting e-invoicing can deliver a 20% reduction in late payments, equating to an annual saving of £11,300 for small firms, and a 2.2 times return on investment for small firms within two years.

There's also good news on one concern that many businesses had raised. Real-time reporting to HMRC will not be implemented in 2029. The priority will be getting the right infrastructure in place first.

 

🛠️ What Should You Do Now?

  • Check whether your current accounting software is likely to support e-invoicing as standards become confirmed
  • If you're already using MTD-compatible software, your provider is likely working on this already
  • Watch out for the Budget 2026 roadmap, which will give much clearer guidance on what will be required

April 2029 feels a long way off, but businesses that start thinking about this now will be in a much better position than those who leave it until the last minute, especially where system upgrades or staff training may be needed.
